It has been announced that President Obama is expected to have a decision on Keystone XL approval in about an hour. Stay tuned for an update.
Let’s keep our fingers crossed and hope he denies the project based on national interest, as he should.
Either way this goes, it will not be over for me and I have serious concerns if the decision is not based on national interest.
If it is not based on national interest, then here is how it could go.
TransCanada wants the Cushing to Texas phase to be completed no matter what. However, as I understand it- by law, they can not break up this project to do that. Therefore, if the permit is rejected for them (by Obama) then they could go ahead and do that phase as a separate project without presidential approval and without a thorough environmental review, etc.
Then, TransCanada can reapply for the Keystone XL phase 4, that would run through Nebraska, after the election. They do not need it before then anyway, as I am sure they would like it, but really do not need it in order to stay on schedule because they were going to build phase 3(Cushing to Texas) first anyway.
Again, let’s keep our fingers crossed and hope he does the right thing and doesn’t punt again.
